Budget success in funding, workforce, abuse protection: The Pennsylvania budget was sent to Governor Wolf over the weekend and includes several successes for long-term care, including $282 million in funding to providers to assist with offsetting COVID-related expenses, thanks to the diligent efforts and advocacy of LeadingAge PA and members! Now is a great time to reach out to your member of the House and Senate and thank them for their support!

Opportunities for Senior Affordable Housing

This year’s budget established the Construction Cost Relief Program, providing PHFA with $50 million to help affordable housing developments address financial deficiencies attributable to the COVID-19 pandemic.

The Department of Human Services (DHS) received just over $450 million for the American Rescue Plan Rental and Utility Assistance Grant Program to assist low income, high-need tenants with costs such as rent, rental arrears, utilities, and home energy costs or arrears.

Older Adult Protective

The passage of House Bill 1429 amends the Older Adult Protective Services Act (OAPSA) by including financial exploitation as an offense with penalties. This legislation applies to crimes committed against older adults and care-dependent persons. House Bill 1431 will add provisions to the offense of abuse of care-dependent person by a caretaker. The bill outlines prohibitions on use of photos or videos of care dependent people when the images or recordings are used with the intent to ridicule or demean. The bill includes penalties for violations.

PA lifts general masking order June 28 marked the lifting of Pennsylvania's general masking order, though this doesn’t affect the mandates and requirements for health care communities and facilities.
